The customer says they never got it
Check the email address on the customer first. A typo is the answer most of the time. After that, spam.
The address
Open the customer and read it carefully. A missing letter in a domain is invisible at a glance and is the single most common cause.
Spam
A bill from a business someone has just met is exactly the shape of thing a filter grabs. It helps if your business name, phone, and address are filled in, because an email that identifies itself properly looks less like a scam.
Send it again
Sending twice doesn't create a second bill or charge anyone twice. If in doubt, resend.
Another route
If email keeps failing, the pay link works from anywhere. You can read it to them, or text it if they've agreed to texts.
